We present to your attention the rating of the regions of Kazakhstan for the 4th quarter of 2020. The main purpose of the rating is to carry out an objective assessment of the activities of local executive bodies in the socio-economic sphere. The rating includes 20 indicators (11 annual and 5 quarterly), which are divided into 5 sections:
· Education
· Healthcare
· Stimulation of socio-economic activities
· Standard of living
· Quality of public administration

The data for calculating the indicators were taken from open sources, including:
- Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan
- Local executive bodies
- Ministry of Finance of the Republic of Kazakhstan
- "Open Dialogue" portal

The indicators have different weights depending on the frequency, importance, and degree of influence of akimats. The total weight of the annual and quarterly indicators is 50 points each. The maximum score for the region is 100 points.

The calculation of the rating is carried out for the first time, and this time it is published for the 4th quarter of 2020, and further will be published regularly, as new data for the next quarter is released.

According to the rating, none of the regions was able to score 100 points. Atyrau region showed the maximum score (almost 76 points). The top 7 also includes Aktobe region (2nd place), Almaty (3), Nur-Sultan (4), Karaganda region (5), Pavlodar region (6), and East Kazakhstan region (7th place).

In the rating you will find data on each indicator, which also includes the Top 7 regions.
The rating provides public data on the first 7 regions. Data from other regions will be provided only to regional leaders for further internal analysis. This is done in order to ensure a constructive perception of the rating.

In the rating, we have selected the most important indicators among those that are statistically measured. The rating may be slightly adjusted in the future depending on the identification of more crucial indicators. We hope that the Rating will make it possible to objectively assess the work of akimats and will allow the regions themselves to establish work more effectively on lagging indicators.
