We present you the next edition of the Rating of Regions of Kazakhstan. This time, the activities of regional authorities for the 4th quarter of 2022 are assessed
Due to changes in the administrative-territorial structure of the country, this rating also includes indicators for new regions. Due to the fact that annual indicators in the sources will contain new regions only for 2022, the figures for previous years were presented similar to the previous regional division.
The methodology, data for calculation, number of indicators and the calculation itself have not changed. In the current issue, 17 out of 20 indicators have been updated, 11 of which are annual and 9 are quarterly.

The leading positions have changed compared to the results for Q3 2022: Atyrau Region took first place, moving up 1 position, scoring 74.3 points. The previous leader of the rating, Almaty, took second place, scoring 72.3 points. Karaganda Region made a breakthrough, from 15th to third, scoring 70.8 points. The region has significantly improved its positions in such indicators as the infant mortality rate, the volume of local government expenditure, as well as bribery and abuse of power.
Astana dropped to 4th place, slightly behind Karaganda region. The indicator for juvenile crime has worsened the most

Pavlodar Region retained 5th place. The region showed a decline in the number of Olympiad winners, and a simultaneous improvement in the situation with infant mortality.

Aktobe Region rose to 6th place, having also made a big breakthrough from 13th place. The region improved its infant mortality rate, juvenile crime rate, and the number of bribes and abuses of power decreased. However, the expenditure of the local executive bodies significantly decreased, which is why it ranked only 6th.
Akmola Region closes the top 7, also rising significantly after Q3 - from 12th place, regaining its positions from Q2. The region has significantly reduced infant mortality and mortality from lack of safe water, sanitation and hygiene, and improved the quality of drinking water. The region became the leader in the lowest infant mortality rate, and also improved its indicators for the number of bribes and abuse of power in Q4 2022.

Kyzylorda and North Kazakhstan regions are 0.1 points away from 7th place, with Kyzylorda region scoring 67.99 points (0.01 less than Akmola). Also, the West Kazakhstan region, which dropped out of the ranking, is less than a point behind.

Kostanay region has significantly worsened its infant mortality rate, having gained a coefficient of over 10. Also, 5 regions that took the last places according to this indicator were previously in leading positions.

It is worth noting that all regions improved the condition of local roads. Also, most regions were able to reduce the proporiton of the population with an income below the subsistence level.

The best indicator was for delays in reviewing applications by heads of local executive bodies on the Open Dialogue portal - the total number was 9 delays, and the maximum in the region was only three.
