Pavlodar Region took 5th place. The region showed an increase in infant mortality and the number of delays in responding to citizens' appeals.
The North Kazakhstan region dropped to 6th place, being the only one among the top 7 to show a decrease in points scored. The region saw a decline in investments in the fixed capital of the non-resource sector and a reduction in per capita expenditures by the akimats.
The West Kazakhstan region closes the top 7, showing the best result in points scored (+16) compared to the 2nd quarter of 2022. This allowed the region to climb 8 positions higher. The region significantly reduced infant mortality and deaths due to lack of safe water, sanitation, and hygiene, and improved the quality of drinking water. It was also the only region where no cases of bribery or abuse of power were registered in the 3rd quarter of 2022.
Just 1 point away from 7th place are the Abai, Zhambyl, and East Kazakhstan regions. The Karaganda region dropped 8 positions, falling out of the top 7 and landing in 15th place. Two regions scored the same number of points and shared the last place: Ulytau and Turkestan regions.
Four regions still show high infant mortality rates in the 3rd quarter, with more than 11 cases per 1,000 births.

The number of regions where more than 10% of water samples showed a decline in drinking water quality has increased. Notably, in the Mangystau region, every third sample failed to meet sanitary, chemical, or microbiological standards.
