The capital also dropped to 1 place, closing the top three with 74 points. Astana significantly improved its position (+10 places) in the infant mortality rate and retained the smallest share of the population with incomes below the subsistence minimum.
In 4th place, trailing by 5 points from third place, is the North Kazakhstan region. Of the 9 updated indicators, the region maintained its leadership in the share of companies with foreign participation and significantly improved its results in the juvenile crime rates and per capita expenditures of the regional administration.
East Kazakhstan region stepped up to 5th place from 9th. The region scored plus 6 points in 6 out of 9 quarterly indicators, improving its results in them.
Next, dropping 2 spots but remaining in the top 7, is Pavlodar region. The region significantly reduced its infant mortality rate in the second quarter but saw an increase in delays in reviewing citizens' appeals.
The top seven best regions are closed by the Karaganda region. The region jumped 5 places at once due to the improvement of data for the 2nd quarter on such indicators as: the junevile crime rate, the akimat's expenses per capita and delays in considering appeals from citizens.
Among the remaining regions, Almaty region stands out, showing an improvement in its score (+8 points, the second-best result after the leader), which allowed the region to move from last place to 11th. The regions that round out the ranking, as in the first quarter, are Mangystau, Turkestan, West Kazakhstan regions, and the city of Shymkent.
Noteworthy is the infant mortality rate, where, as in the first quarter, four regions surpassed the 10% threshold. The overall indicators worsened in terms of the share of juvenile crimes and the share of the population with incomes below the subsistence level.
