We present you the next edition of the Rating of Regions of Kazakhstan. This time, the activities of regional authorities for the 4th quarter of 2021 are assessed
The methodology, data for calculation, number of indicators and the calculation itself have not changed.. n the current issue, 11 out of 20 indicators have been updated, 2 of which are annual and 9 are quarterly.

As in previous editions, no region managed to score 100 points. Atyrau region once again claimed first place with 76 points, leading in indicators such as preschool education coverage, the number of winners in national and international olympiads, availability of medical beds, investments in the fixed capital of the non-extractive sector, the share of unused agricultural land, per capita local government expenditures, and the absence of registered cases of bribery and abuse of power.

Astana took second place, rising three spots in the ranking and scoring 7.7 points, which is the best result in the fourth quarter. Of the 11 updated indicators, the city maintained its leadership in investments in the fixed capital of the non-extractive sector, the volume of services in the creative economy, and housing availability per resident. Additionally, it improved its per capita local government expenditures and showed the lowest share of the population in households with incomes below the subsistence level.

Zhambyl region demonstrated a slight decline in almost every updated indicator. However, a significant improvement in the number of registered cases of bribery and abuse of power, where the region jumped 7 positions, allowed it to rise by one spot, securing third place in the overall ranking despite losing 0.14 points. It is worth noting that the region remains in last place in terms of housing availability for its residents.
Next comes Pavlodar region, which rose from 9th place, achieving the best result in the top seven and scoring the highest in the indicator for timely responses to citizens' appeals to the regional akim.

Zhambyl region is not the only one in the top seven that managed to improve its ranking despite losing points. Akmola region, with a loss of just 0.06 points, climbed two spots. The region maintained its position and points in almost all updated indicators. Notably, it retained leadership in indicators such as the infant mortality rate, investments in the fixed capital of the non-extractive sector, and the absence of delays in responding to citizens' appeals to the regional leader.

North Kazakhstan region, the previous edition's leader, dropped to 6th place. Of the 11 points lost: 4.5 points were due to a worsening infant mortality rate, 3 points due to an increase in juvenile crime, and 2.4 points due to an increase in delays in responding to citizens' appeals.

For the first time, West Kazakhstan region entered the top seven regions, having reduced infant mortality and the number of registered cases of bribery and abuse of power.

Among the regions that fell out of the top seven are the city of Almaty and Aktobe region, which dropped to 12th and 13th places, respectively. Notably, Shymkent rose seven spots in the ranking to 8th place.

A key indicator is the infant mortality rate, where eight regions exceeded the 10% threshold, whereas only one region showed such a high mortality rate in the third quarter.
