Rating of regions of Kazakhstan, Top 7, II quarter 2021

We present you the next edition of the Rating of Regions of Kazakhstan. This time, the activities of regional authorities for the 2nd quarter of 2021 are assessed
In this issue, the methodology has been slightly changed - we have begun to calculate the volume of services in the creative economy (indicator No. 10) in a new way, removing expenses that, as it turned out, do not stimulate creative sectors.

Of the 20 rating indicators, not only 9 quarterly ones have been updated, but also 2 annual ones, since the annual values ​​are published only in August-September.

As in previous issues, no region managed to score 100 points. Atyrau Region remains in first place with 73 points, leading in indicators such as preschool education coverage, availability of medical beds, investments in the non-extractive sector, the share of unused agricultural land, the volume of services in the creative economy, and local government spending.

The city of Nur-Sultan moved into second place, gaining 4 points and improving its results in indicators such as the volume of services in the creative economy, the share of juvenile crimes, local government spending, and the number of registered cases of bribery and abuse of power. Additionally, it continues to maintain leading positions in the availability of medical beds, investments in the non-extractive sector, housing provision, and the share of the population with minimal income.

Also gaining 4 more points compared to the results of the first quarter of 2021, Karaganda Region rounded out the top three regions, jumping 9 positions. It significantly improved its results in infant mortality rates, the share of juvenile crimes, and the timely response of akims to appeals. It also took first place in preschool education coverage, availability of medical beds, and investments in the non-extractive sector.
The North Kazakhstan Region, in turn, dropped from 2nd to 4th place. In two of the 11 updated indicators, the region maintained its leadership: the availability of medical beds and the share of companies with foreign participation. Out of the remaining nine indicators, eight showed minor fluctuations, both in improvement and decline. However, there was a twofold increase in the number of registered cases of bribery and abuse of power, which led to the region's drop in the overall ranking.

A similar situation occurred with East Kazakhstan Region, which rose from 10th to 5th place. A 37% improvement in the infant mortality rate significantly boosted the region's position. The region retained its leadership in the availability of medical beds and the number of delays in responding to citizen appeals on the "Open Dialogue" portal. The other eight updated indicators did not significantly impact the final score.

Pavlodar Region dropped one position, with a nearly tenfold increase in the number of delays in responding to citizen appeals, which completely offset the improvements in other indicators.

Next, rounding out the top 7 regions in the overall ranking, is Zhambyl Region. Despite gaining more points, it dropped by one position. The score increase was mainly due to improved availability of medical beds, but since almost all regions improved their performance in this criterion, it did not affect the region's ranking in the overall standings.
