We present you a new edition of the Rating of Regions of Kazakhstan. This time, the activities of regional authorities for the second quarter of 2023 are assessed.
The methodology, calculation data, number of indicators and the calculation itself have not changed. In the current release, 10 of 20 indicators have been updated (9 quarterly and 1 annual).

The leading positions have undergone minor changes compared to the results for the first quarter of 2023: Pavlodar region rose to first place from fifth, scoring 77.92 points. The region's strong rise was ensured by the absence of overdue requests to heads of local executive bodies on the "open dialogue" platform, as well as an increase in the volume of local executive bodies' expenses per capita. Astana retained second place with 77.73 points, and Atyrau region dropped from first place to third, significantly lowering the indicator for the volume of services in the creative economy.
Karaganda Region returned to the rating, moving up from 9th to 4th place. The region significantly improved its indicators for crime, the volume of local executive bodies' expenses and the share of the population with incomes below the subsistence minimum.

North Kazakhstan Region moved up from 10th to 5th place mainly due to an increase in the volume of local executive bodies' expenses per capita.

Kostanay Region remained in the same 6th place, having undergone changes in almost every indicator, the scores for which in total led to no changes.

East Kazakhstan Region completes the top seven leaders, having significantly improved its indicator for the volume of local executive bodies' expenses per capita, similar to many regions.

Ulytau region has significantly improved its results, moving from 17th to 8th place, only slightly falling short of East Kazakhstan region by less than 0.5 points. In Ulytau region, almost all indicators have improved to a certain extent, with the exception of the number of registered cases of bribery and abuse of power.

Akmola region, which took 9th place, has the same result - the difference with the last place in the top seven is less than 1 point. Nevertheless, Akmola region occupied one of the leading positions in the last quarter (4th place), but it saw a substantial decline in juvenile crime indicators.

The city of Almaty also came close to the top seven, scoring 69.73 points. It dropped from third place, mainly due to an increase in bribery cases and abuse of power.

Overall, two indicators showed relatively negative dynamics: juvenile crime and infant mortality rates. At the same time, most regions significantly improved local government spending per capita and reduced the percentage of the population living below the poverty line.
