We present you a new edition of the Rating of Regions of Kazakhstan. This time, the activities of regional authorities for the third quarter of 2023 are assessed.
The methodology, calculation data, number of indicators and the calculation itself have not changed, with the exception of one indicator. "The number of delays in reviewing applications by heads of local government authorities (LGA) on the Open Dialogue portal was replaced by "The share of negative mentions of LGAs in the social media and media monitoring system." In the current release, 11 of 20 indicators have been updated (9 quarterly and 2 annual).

The top positions in the rankings saw slight changes compared to the results of the second quarter of 2023. Atyrau Region climbed from third to first place, scoring 76.53 points. This rise was driven by the region's low number of negative mentions of LGA in social media and media monitoring systems, improved access to drinking water through central pipelines, and a high volume of investments in the non-extractive sector per capita.

The city of Almaty moved from 10th to second place with 76.44 points, significantly improving its performance in the volume of services in the creative economy. Pavlodar Region, which had been in first place, dropped to third, with a particularly sharp decline in the number of registered cases of bribery and abuse of power.
Karaganda Region retained its 4th place, significantly improving its performance in several key areas: the availability of beds in medical institutions, the ratio of people with incomes below the subsistence level to the total population, and the ratio of local government spending to the number of people.

Akmola Region rose from 9th to 5th place, mainly due to the improvement in the infant mortality rate per thousand live births. North Kazakhstan Region dropped from 5th to 6th place, with a deterioration in the infant mortality rate. Rounding out the top seven is the city of Astana, which fell from 2nd place, showing significant declines in the ratio of schools with three-shift education to the total number of regular day schools, the availability of medical beds, and the volume of services in the creative economy.

East Kazakhstan Region dropped from 7th to 8th place, just behind Astana by less than 0.2 points. Ulytau Region took 9th place, trailing the top seven by less than 1 point, with improvements in the number of registered cases of bribery and abuse of power, but a decline in juvenile crime indicators.

Close to the top seven is Mangystau Region with 66.67 points. It climbed from 13th place, thanks to an increase in per capita investments in the non-extractive sector and improvements in services in the creative economy.
Among the remaining regions, Zhetysu Region improved its performance, rising from 17th to 15th place due to a reduction in the share of juvenile crimes. At the bottom of the rankings are Almaty and Turkestan Regions, where the share of schools with three-shift education significantly increased, and the ratio of hospital beds per 10,000 people falls short of the required standard.
