An expert in public administration and civil service; he earned his Bachelor's degree in Public Policy with first class honors at the University of Birmingham, the UK, under the "Bolashak" program, Bachelor's degree in Finance at the Kazakh University of Economics, Finance and International Trade after T. Ryskulov, and Master in Public Policy at the Lee Kuan Yew School of Public Policy of the National University of Singapore (on the Lee Kuan Yew Graduate Scholarship). He was privileged with highest academic awards for leadership, academic excellence, outstanding dissertation, and contribution to the university.
Since 2014 to March 2017, he has worked at the United Nations Development Programme as the head of the Research team, then team leader of the Regional Hub of Civil Service in Astana, which includes 36 countries (www.regionalhub.org
). At the latter position he was in charge of identifying and developing strategic directions of analytical works and research agenda of the Hub, leading and coordinating the entire Hub team for projects in the countries of the region, promoting the Hub's international partnerships, representing the Hub in international organizations, in the media, contributing to the analytical support for the implementation of the Plan of the Nation "100 Concrete Steps"; he has also been the founder and founding editor-in-chief of the International Journal of Civil Service Reform and Practice
In 2012 – 2014, he worked as Deputy Director, acting Director, the Director of the Research Institute of the Academy of Public Administration under the President of Kazakhstan, supervised applied research projects on the civil service reforms (including the introduction of the senior executive service so called corp "A").
In 2011 – 2012, he worked as a chief expert at the Economic Research Institute and the Kazakhstan Center for Public-Private Partnerships of the Ministry of Economic Development and Trade of the Republic of Kazakhstan.
In 2009 – 2011, he worked in Singapore as a research assistant for an anti-corruption research project at the Lee Kuan Yew School of Public Policy and as an editor of the Asian Journal of Public Affairs
, a regular academic publication.
Mr. Zharkeshov had internships at the Administration of the President of the Republic of Kazakhstan, in the Department of State Control, Organizational and HR policy, and in the Chancery of the President of the Republic of Kazakhstan.
He is equally proficient in Kazakh, Russian and English languages, and speaks Chinese (Mandarin) at an intermediate level. Research interests: public administration, statehood, civil service, politics, economics. He give lectures at the Academy of Public Administration under the President of the Republic of Kazakhstan for the senior executive service corp "A" and the managerial level of civil servants of the corp "B".
He has a number of publications in these areas, and published one monograph (in co-authorship) on the topic "Kazakh Statehood: History, Political and Administrative Structure, Governance Institutions
It must be noted that Gany Nygmetov occupied the post of Executive Director of the Center until March 2017, who made a significant contribution to the development of an effective team of the Center. As a result of his transition to another job, the Center's management expresses gratitude to him and wishes success in the new endeavour.
