Kuandyk Bishimbayev, the Minister of National Economy of Kazakhstan, has met with representatives of the expert community at the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS). The main topic of the meeting was summing up the socio-economic development of Kazakhstan for 25 years and discussion on the implementation of the Plan of the Nation's "100 Steps" to Implement the 5 Institutional Reforms". During the event, the Minister also provided the experts with the main provisions of the Strategic Plan for Development until the Year of 2025.
The Minister noted during his speech that the reforms carried out during the years of Independence managed to facilitate Kazakhstan in demonstration of the dynamic economic development and to become attractive to foreign capital.
Bishimbayev: "In my opinion, one of the major achievements over the years of Independence of Kazakhstan is the success in establishment of a class of entrepreneurs, launch of a private initiative, conditions for the private property development. The president cites very often the fact that $ 260 billion of external foreign investment has been attracted to the economics for 25 years. If investors put money into the economy, it demonstrates the confidence in the property rights protection in the country".
TheMinisterhasnotedthat Kazakhstan has endured the impact of the outer crisis phenomena much easier than the neighboring countries.
Bishimbayev: "The Kazakhstan's economy has been prevented from the decline despite the flow of international crisis events over the last 7-8 years. The President always says that the stability of our economy has increased much. Even if we look at our neighbors in the region, we see how the crisis affects them: the sharp economic downturn, decline in output and investment. Our economy suffers from a retardance, reduction, but our economy keeps an upward trend, we are able to carry out all social obligations".
The Minister highlighted the growth of Kazakhstan's economy by 8 times over the 25 years, the unemployment rate has fallen by almost 2 times, and the health and education funding has increased by 8.5 times.
Bishimbayev: "The new strategic challenges and rapid changes in the global economy required the correction and adaptation of medium-term national actions to the new conditions. The Strategic Plan for Development until the Year of 2025 defines the priorities and initiatives to be implemented towards the long-term goals of "Kazakhstan-2050" Strategy. The results of the Strategic Plan implementation by 2025 should be 7 national achievements".
He noted that the actions to improve the public health would be kept effective within the new document, which would extend the average life to 75 years. In addition, all the cities are expected to be provided with centralized water supply by 100%, and the villages – by 80%.
The document also provides for development of the Programs of Efficient Employment and Massive Entrepreneurship. The new program includes the expansion of micro loan volumes, the improved availability of credit resources, the system of loan backing and subsidizing, the support of projects funded by micro loans projects, the provision of unsecured loans and establishment of a national employment platform. As a result, up to 1 million of entrepreneurs will be able to create or expand their own business by 2025, including 500 thousand of new entrepreneurs to be appeared.
The Strategy expects to arrange the new houses and apartments for about one million families with 100 million sq. meters of housing to be built by 2025. As a result, the supply of housing will increase from 21 to 25 square meters per capita. For this purpose, "Nurly Zhol" Program is proposed to implement; it includes the development of private housing through the allocation of land plots equipped with ready engineering infrastructure, encouraging private developers, the establishment of a regional fund of rental housing for vulnerable social groups, and reduction of mortgage rates offered by commercial banks.
The share of state participation in the economy is expected to be reduced to 15% by 2020, while the share of SMEs in GDP would be 30% in 2020 and 35% in 2025. The actions defined within this area include the implementation of the Comprehensive Plan of Privatization until the Year of 2020, the reform of state-owned structure, elimination of 242 companies following the results of the inventory of subordinate organizations, the transition from price regulation in the economy sectors to the antimonopoly response actions since 2017 and decrease in number of administrative barriers.
Erlan Karin, the head of KazIIS, thanked the Minister for the information provided, having noted the good timing of the development of the strategic document.
Karin: "We've heard many interesting evaluations. As an expert, I am very glad to see the data on 25-year period of development, because today we speak about the significance of the anniversary date, but we get such summarizing estimates very rare".
